I was calculating the net carbs in a recipe and I was wondering, do you count the carbs from Truvia?

I don't know the THM way on this but normally one counts half the carbs from sugar alcohols.

I don't think we count the carbs on truvia, xylitol, erythritol, or swerve because they don't impact blood glucose levels.

No, you do not count the carbs in the on-plan sweeteners. It's total carb minus fiber &/or sugar alcohol equals net carbs & that's what you count. The net carbs in the on plan sweeteners should be zero.
